St John International is delighted to announce the appointment of Dr Michel C. Doré as its new Sub-Prior. Dr Doré brings a wealth of experience in prehospital care, emergency management, public health, and community resilience to this esteemed role. A long-serving member of the Order, he has demonstrated exceptional leadership and a deep commitment to humanitarian service throughout his career.
A member of the Order since 2017, Dr Doré has most recently served as Chair of the Québec Council of the Priory of Canada. As he takes on this new international leadership position, he brings with him the insight and experience gained from his time guiding the Council’s efforts in Canada. His distinguished background as a registered nurse and primary care paramedic is matched by a 40-year career in prehospital care, emergency management, public health , and public policy. He has held senior leadership positions both provincially and nationally, including as Assistant Deputy Minister for Health Canada and Associate Deputy Minister for Emergency Management at the ministère de la Sécurité publique du Québec.
Dr Doré is also an Associate Professor in the Graduate Programme in Disaster Risk Reduction and Resilience at the Université du Québec à Montréal, and co-founder of the Canadian Risk and Hazards Network. He holds a Ph.D. in Sociology of Complex Organisations from the University of North Texas, along with degrees in Nursing and Community Health from the Université de Montréal. Since 1993, he has maintained the Certified Emergency Manager (CEM) designation

In his decades of service, Dr Doré has not only shaped public policy but also contributed tirelessly as a volunteer. In addition to his work with St John Ambulance, he has served as an air search and rescue mission navigator with CASARA/SERABEC for over 10 years. His volunteerism was formally recognised with the Sovereign’s Medal for Volunteers in 2017 and several lifetime achievement awards in emergency management.
His appointment marks a significant moment for the global leadership of the Order of St John, bringing a deeply experienced Canadian voice to the forefront of its international efforts. As the Order continues to expand its humanitarian reach, Dr Doré’s leadership promises to build on a strong legacy while guiding the organisation into an increasingly complex global landscape.
